The challenge

The council's existing resident portal was fragmented across three separate vendors, with rates, waste collection, planning and grants all living on different systems. Residents were frustrated, staff were drowning in duplicated data entry, and the platform was failing both accessibility audits and cyber security reviews. The brief required coordination with multiple incumbent agencies — not a clean-slate rebuild.

    Built to WCAG 2.2 AA from the ground up, with a public accessibility statement and quarterly conformance audits baked into the engagement.

    Hardened the platform with penetration testing, automated dependency scanning and a documented incident response runbook.
